The Center hosted Justice Joymalya Bagchi of the High Court of Calcutta and Shruti Jane Eusebius, Research Associate with India's National Judicial Academy, as Visiting Fellows in July 2023. Their fellowship focused on the development of a benchbook on adjudicating terrorism cases. Justice Bagchi and Ms. Eusebius met with federal judges, including Magistrate Judge Joe Webster (pictured with the Fellows to the left). Their fellowship was part of a multi-year initiative with the CEELI Institute and the NJA and was funded by the US State Department Counterterrorism Bureau. Justice Bagchi was elevated to the Supreme Court of India in March 2025.
