Ali Riza Tongur is a member of the Ankara Heavy Penal Court and an associate professor of criminal procedure law. Judge Tongur researched plea bargaining in the U.S. courts. He was commissioned by the Turkish Ministry of Justice to evaluate models for alternative dispositions in criminal cases.
