1. The act of June 18, 1910, 36 Stat. 539, created the Commerce Court and provided for each of its five judges to serve simultaneously as a circuit judge. In accordance with the statute, President William H. Taft appointed Martin Knapp to the Second Circuit, Robert Archbald to the Third Circuit, Julian Mack to the Seventh Circuit, John Carland to the Eighth Circuit, and William Hunt to the Ninth Circuit.
