Nominated by Franklin D. Roosevelt on June 11, 1940, to a new seat authorized by 54 Stat. 219. Confirmed by the Senate on June 22, 1940, and received commission on June 26, 1940. Served as chief judge, 1959-1959. Service terminated on August 13, 1960, due to death.
