Nominated by Calvin Coolidge on May 19, 1928, to a seat vacated by Walter Henry Sanborn. Confirmed by the Senate on May 23, 1928, and received commission on May 23, 1928. Service terminated on March 28, 1929, due to reassignment.

Reassigned on March 28, 1929, to a new seat authorized by 45 Stat. 1346. Service terminated on April 22, 1933, due to death.
