Received a recess appointment from Grover Cleveland on August 13, 1886, to a seat vacated by Henry K. McCay; nominated to the same position by Grover Cleveland on December 9, 1886. Confirmed by the Senate on January 13, 1887, and received commission on January 13, 1887. Service terminated on February 14, 1920, due to death.
