Nominated by Jimmy Carter on July 12, 1979, to a new seat authorized by 92 Stat. 1629. Confirmed by the Senate on September 25, 1979, and received commission on September 26, 1979. Served as chief judge, 1986-1991. Assumed senior status on February 15, 1991. Service terminated on October 1, 2002, due to retirement.
