Congress, at the suggestion of Chief Justice Earl Warren and other members of the judiciary, in 1967 established a separate judicial agency for education and research. The Federal Judicial Center was founded to carry out research related to the administration of justice and court management and to provide education and training for federal judges and court personnel. An act of 1988 expanded the mandate to include programs related to the history of the federal judiciary. The Federal Judicial Center is governed by a board consisting of the Chief Justice, who serves as chair, the director of the Administrative Office, and judges appointed by the Judicial Conference. The Board selects the Center’s director and deputy director.
